To apply for a right-of-occupancy home, you need a queue number granted by the municipality. Apply for a queue number from the housing office in the municipality in which you are looking for an apartment.
If you wish to apply for a right-of-occupancy home in several municipalities, you need a queue number in each of them. An exception to this is the Greater Helsinki area and the KUUMA municipalities (Helsinki, Espoo, Vantaa, Hyvinkää, Järvenpää, Kerava, Kirkkonummi, Nurmijärvi, Mäntsälä, Porvoo, Sipoo, Tuusula and Vihti), where you can apply for multiple apartments with a single number.
The same queue number works for all right-of-occupancy homes in the same municipality even if you submit an application to different right-of-occupancy companies. However, you must submit a separate application to each company.
Permanent queue number received from your municipality is valid until you sign a right-of-occupancy contract and make the right-of-occupancy payment. Because of the reform of Right-of Occupancy Housing Act, permanent queue number must be used no later than 31st of December 2023.
You can apply for a queue number for the future even if you do not need an apartment at the moment. You can apply for a new number as soon as you have signed your right-of-occupancy contract. The queue number is personal and cannot be assigned to another person.
In the future, the selection of residents for right-of-occupancy homes will be based on fixed-term queue numbers and a national queuing system. The new system will enter into force on 1 September 2023.
If you are planning to apply for a queue number, you can submit your application to the municipality until 31 August 2023. After that, applications for a queue number will be submitted to the national queue number register of the Housing Finance and Development Centre of Finland (ARA).
