Wealth limits apply to applicants for right-of-occupancy homes who are 18–54 years old.
An applicant must not have so much wealth that they could use it to pay 50% of the market value of the home they are applying for. If there are no other applicants for the home, a person whose wealth exceeds the limit may still be selected as the right-of-occupancy holder.
Wealth includes, for example apartments or shares in housing companies owned by the applicant, real estate (such as houses or holiday homes), investment funds and savings and money in bank accounts. We assess net wealth, which means assets minus debts. Income from work (salary or wages) does not affect eligibility for a right-of-occupancy home.
We check applicants’ wealth before signing the right-of-occupancy agreement. When assessing wealth, we take into account the wealth of all people aged 18–54 who will move into the home. Wealth limits do not apply to applicants aged 55 or over.
The wealth limit is apartment-specific. At Asuntosäätiö, the wealth assessment is based on the acquisition value of the right-of-occupancy home. The right-of-occupancy fee is typically 15% of the acquisition value.
The calculation uses the transfer price of the home. The transfer price consists of the original right-of-occupancy fee, changes in the construction cost index and the value of any improvements or renovations made by previous residents, calculated at the time of transfer. Applicants must not have so much wealth that they could use it to finance 50% of the market value of the home they are applying for.

Antti and Eeva, both aged 42, are applying for a right-of-occupancy home.
The transfer price of the home is 51,000€. Antti and Eeva own a summer cottage worth €40,000€ and savings of 60,000€ in bank accounts. Their total wealth is 100,000€.

Wealth limit: 51,000€ ÷ 0.15 × 0.5 = 170,000€
The wealth limit for this home is 170,000€, so Antti’s and Eeva’s wealth does not exceed the limit. They are therefore eligible for the right-of-occupancy home.
